General and Complete Disarmament: Transparency in Armaments

 

When: Adopted at the 88th plenary meeting on December 9, 1991 during the General Assembly's 46th session

Who: Adopted with a vote of 150 in favor, 0 opposing, and 2 abstaining (Cuba and Iraq)

What: Operatives 7-11:  These operatives establish the United Nations Register for Conventional Arms.  The Register is to include information offered annually and voluntarily by Member States on their arms transfers (exports and imports), military holdings, and procurement of arms through "national production and other relevent policies."
            Annex: The Register will be established on January 1, 1992, and will be maintained at the UN Headquarters in New York.  Member States should submit by April 30th of a calender information regarding military holdings, production of arms, and the exports and imports of conventional weapons from the previous calendar year, including the exporting and importingnations, the number of weapons exported or imported, and the categories of these weapons.
            The information in the Register will be open to Member States.

*   Attack helicopters

*   Warships

*   Missiles and missile launchers
