As
one of its objectives for 2001-2005, the IAEA wants to verify the use of
nuclear material for only peaceful purposes. The agency wants to fully implement
a new safeguards system by integrating previous safeguards with those introduced
in Additional Protocols, creating a more effective safeguard system. It
also wants to develop better technology to improve surveillance, for example
“improved surveillance techniques, remote monitoring, and environmental
sampling.”
Another
objective of the IAEA for 2001-2005 is to create a method to verify that
fissile material is not again added to nuclear weapons programs.
A
third objective for 2001-2005 is to improve the security of nuclear weapons
through various means, including better international cooperation to reduce
illicit traffic in nuclear material.1
