Joint Declaration on the Denuclearization of the Korean Peninsula

What is it?

    The Republic of Korea (South Korea) and the Democratic People's Republic of Korea signed the declaration on January 20, 1992 and it was to enter into force on February 19, 1992.  Both sides agree not to "test, manufacture, produce, receive, possess, store, deploy or use nuclear weapons" or have nuclear reprocessing and uranium enrichment centers, but they may use nuclear energy for peaceful ends.

Verification

   One country will select areas to be inspected that both countries will agree upon.  The South-North Joint Nuclear Control Commission (JNCC) will prescribe the procedure for inspection.1
 

Note

    The JNCC was established in March 1992, but the two sides could not reach an agreement on the inspection procedures.2
