Plan Colombia

Plan Colombia is a controversial aid initiative created by President Clinton and President Pastrana.


Blackhawks fly overhead while planes attempt to eradicate coca by aerial fumigation. Beehive Design Collective.

The legislation calls for the U.S. to offer extensive military aid to the Colombian military, which has illegal alliances with paramilitaries (autodefensas). The plan also pursues eradication of the coca plant.

To the U.S., Plan Colombia is part of the 'War on Drugs'. In Colombia, it was supposed to be a social development program which offered farmers economic alternatives to growing coca.
