The review procedure is based on the Regular Reports, prepared by the European Commission and presented to the Council of Ministers. The reports assess the progress made by the candidate members.
Based on the Regular Reports the Council of Ministers decides on the direction that the accession negotiations with a particular country will take.
The last Regular Reports were presented Nov. 8, 2000.
