Francisco has over 38 years of law enforcement experience in municipal and campus policing,
serving communities in New Haven and Hartford, Connecticut. Beginning with the New Haven
Police Department in 1978, he was appointed Police Chief of New Haven in 2003. He has also
served as the Director of Security Operations for Yale University and Director of Campus Safety
for Trinity College in Hartford. Francisco earned a Master’s degree in Law Enforcement
Administration from the University of New Haven where he also served as an adjunct professor in criminal justice.
He is a member of the Alpha Phi Sigma National Criminal Justice Honor Society. Francisco is a graduate of the
prestigious FBI National Academy 170th session, the Police Executive Research Forum - Senior Management
Institute for Police,the FBI Mid-Atlantic Law Enforcement Executive Development Seminar and the Management
Training Institute of Yale University. Francisco is a proponent of community policing and has extensive involvement
in the community as a volunteer, and has served on the Board of Directors’ of numerous community organizations. 
Francisco is married to Mayra Ortiz for over 38 years and together they have three children.
