Neoclassical philosophy says that we choose to spend our time and money and other resources so that we are as happy as we can possibly be. This means that if giving time or money to charity makes us happier than leisure or buying a new blouse then we would give the money to the charity. The point of the philosophy is to say we have free choice and reach our maximum happiness when allowed to exercise that choice without government interference.
