Most negotiators are skeptical that successful peace talks with the LRA will last, as Joseph Kony has proven to be profoundly unreliable. In the documentary film, Invisible Children: The Rescue, Luis Moreno-Ocampo, lead prosecutor of the International Criminal Court, expresses concern that time and time again Kony has toyed with the idea of peace, but has backed out. Kony is currently the #1 man indicted by the ICC for war crimes. In Invisible Children, the UN, Ugandan government officials and the filmmakers attend peace talks with the LRA delegation in the bush of Garamba National Park, with South Sudan Vice President Dr. Reik Machar as chief mediator. The scene: 200+ humans in the middle of the jungle waiting for Joseph Kony to emerge from his hiding in the bush and concede to peace. Like many previous peace efforts, the operation fails when Kony refuses to come forth. The filmmakers lament that the children are slaves to a purposeless cause.
